Revise the ICat Investigation and Dataset Display

Description

Per discussion with Mathieu Doucet, we propose to make the following updates: For the ICat Investigation display 1) left align column title; 2) only present the most useful information like Proposal, Title, Instrument, and Run Range in the table. For the ICat Dataset display 1) modify the tree node to show name and value of each field; 2) only present datafile name, location, and create time.

The code is fixed. I would suggest testing it out against ISIS ICAT3 because SNS has transitioned to ICAT4 lately. The ICAT API has been changed from version 3 to 4, and the existing soap binding only works with ICAT3.

problems with Loading and downloading data files - seems to be due to the new Python API

On loading the workspaces are named with the full path of the file. Can we pass the name column entry as the workspace name rather than the path?
