Cannot save ISIS event files when filtered by time

Description

Some ISIS event files cannot be saved as nexus processed files after they have been time filtered.

Test:

  • Load /archive/ndxlet/Instrument/data/cycle_11_1/LET00001544.nxs
  • Run "FilterByTime" with start=60, stop=120
  • Right-click and save on the resultant workspce.

A NeXus API error is raised.

Refs #3998. Fix loading the event_frame_number from some ISIS event files along with the saving of empty time series property values.

Verified as fixed, although other problem found with python API associated with FilterByTime
