FilterBadPulses delete log values

Description

When I run the script pasted below, the log values that were constant in the first two workspaces are completely filtered out.See SEOCRot in "ows" and in "w" 

Load(Filename='SEQ_12589_event.nxs',OutputWorkspace='SEQ_12589_event')
Load(Filename='SEQ_12690_event.nxs',OutputWorkspace='SEQ_12690_event')
Plus(LHSWorkspace='SEQ_12589_event',RHSWorkspace='SEQ_12690_event',OutputWorkspace='ows')
FilterBadPulses(InputWorkspace='ows',OutputWorkspace='w',LowerCutoff='0.01')
