Description
Normalise by a vanadium sample. Use a nearest neighbours search to calculate the averages for the vanadium.

refs #4013. Remove this as an algorithm.
This is not the aapproach being followed any more. Approach via python scripting is much better as it gives flexibility to different groups who normalise by Vanadium in slightly different ways.

A signficant amount of effort has gone into SmoothNeighbours algorithm instead during this iteration as this seems to be the key for successful Vanadium Normalisation (at least for the ISIS SX diffraction group). This algorithm is too group specific and will therefore be removed in favour of python scripting instead.

Yes algorithm was removed again, I was confused for a minute by the similarly named and badly documented NormaliseVanadium
