Plot Spectra Dialog - Swap Spectra/Workspace Fields

Description

In the case where a user selects a workspace with spectra IDs, he/she is presented with the option of plotting my workspace index or spectra ID.

At the moment the workspace index field comes before the spectra ID field - swap them over.
