Make a decision on Wix vs CPack/NSIS for the windows installers

Description
If we are moving to a 2.0 release this might be a good time to consider what we want here so that we can unify the Mantid/Vates installers.
Obviously CPack/NSIS would be better from a consistency point of view but we need to check we can do all we need to do with it.

This is a list of things that we currently do with the WIX installer:
- Check admin/user rights
- Remove old products
- Set environment variables
- Allow custom installation location
- Allow component selection (currently only Mantid + includes that are by default not installed)
- Have add/remove entry in control panel to allow manual removal
