SANS UI: close window when no instrument is selected

Description

Check the user's default facility and instrument before showing the instrument selection dialog. If the instrument dialog needs to be shown and the user clicks Cancel, we should simply quit the UI. Currently, an empty version of the window is shown (ugly).
