Add categorization filter to FitPropertyBrowser

Description

Fit function can now be categorized.

For an example see ExpDecay.h and method categories() in IFunction.h for how to get the categories a fit function below too.

Add method to FitPropertyBrowser which forces the fit property browser to only display fit functions belonging the the categorised specified

I've split the categories so that the general and muon ones are shown in the muon interface. The code above has been moved due to making a muon specific fit property browser in ticket #3803.

Confirm that the function selection dialog displays the functions by category and that the specialized muon fit browser offers only General and Muon categories.
