Phi did not really work in the last release, there was some strangeness with Phi in MAPs, particularly the lower and higher banks, also there are problems around the 180 line.
reimplement it so it makes sense.

This was down to a misunderstanding of the appearance of spherical coordinate systems, the implementation is correct
