VATES crashes if you forget to hit apply

Description

From MantidPlot I opened vates, hit rebin, then hit cut -> segmentation fault.

Refs #4724. Disable before cut button rebin applied.

To test, open a MDEventWorkspace in the VSI and click the rebin button. The cut button should be disabled.
