Implement algorithm InvertMask()

Description

InvertMask() will invert a masking workspace (SpecialWorkspace2D). It is a 'NOT' operation on SpecialWorkspace2D.

Seems to work ok. Feels like it should be in C++ though... created ticket #5186 for next iteration.
