Implement Qwt version check for v5

Description

On later Ubuntu versions it is easy to install the wrong version of Qt and only find out when the compilation is most of the way through. We should check the version and raise and error if it is not version 5 as we can't build against anything else at the moment.

It complained when I tried qwt 6 on Ubuntu 12.04
