I think Russell mentioned this last time we were at ORNL but I don't think we didn anything about it.

Algorithm.h includes a lot of unnecessary stuff from when we thought more users would write algorithms themselves. As this isn't the case I think it would be a good idea to thin out the header to the necessar stuff so that changes to seemlingly unrelated headers doesn't cause a full recompile.
