HYSPEC T0 Error

Description

T0 for HYSPEC was hard coded to zero.

HYSPEC data cannot be reduced using CTE GUI

Add T0 equation in python script

Ran convert to energy on HYS_6167_event.nxs. Offset value was -91.47 (according to Stuart it's good).
