HFIR SANS: Load data from new BioSANS detector

Description

The new BioSANS detector is the same as the current GPSANS detector. We need to write a new detector geometry file. We also need to update the LoadSpice2D reader to get the detector size from the <Detector> tag since the meta data is the HFIR data file is not accurate.
