[C2E] EnTran - Add Option to Create/Save Table of Run Information

Description
Timmy would like a checkbox(es) on the C2E interface that when ticked, would create / save a TableWorkspace that contains various information about the run(s) being loaded:
- Run number.
- Name of User
- Run title / label.
- Time / date
- Microamps
- [Etc.?]

Refs #5035 - Addition of CreateLogPropertyTable algorithm.
Addition of new algorithm.
Slight change to LoadRawHelper, to include "user_name" and "inst_abrv" info from raw file as separate properties. This anticipates the upcoming use of the algorithm in the C2E interface, as per Timmy's requirements.

- Enumerate different group workspace policies in algo.
- Extract another log property in LoadRawHelper.
- Add checkbox to C2E interface.

Seems to create a table if you have set the Workflow.InfoTable property in the parameter file.
