LoadPreNexus with file in working directory

Description
LoadPreNexus fails if file is in working directory instead of data mount with substr error. It should work for both.

This should be tested with SNS data mount. Load a SNAP run_info file into LoadPreNexus and check that the logs move the East and West sides correctly.
