AlgorithmProxy isRunning test fails randomly

Description
Every so often the AlgorithmProxyTest fails. Most probably due to timer resolution but it could do with being fixed properly.

It has been agreed by Russell, Nick & myself that we should disable the test and leave a comment as to why it is disabled.
