Adjust for sample offset, to improve indexing, when finding UB

Description

In some cases the sample is not accurately placed at the theoretical sample position. The sample offset for the assumed position alters the Q-vectors and may make the recorded peaks harder to index, and the indexing less accurate. Possible ways to adjust for this during the indexing process should be investigated. NOTE: Preliminary work indicates that this may be possible if there are a relatively large number of peaks (100 or more). If there are only a small number of peaks there may not be enough data to make a reliable estimate of the sample offset.

This functionality has been added by the OptimizeSamplePlacement algorithm, under a different ticket.

There is indeed some functionality in OptimizeCrystalPlacement. I did not test that
