Improve PV selection dialog

Improvements are as follows:
- Indicate the path that the users should expect to provide to paraview on the dialog text
- Make the dialog info text html formatted.
- Users may not provide the full path to the bin. Help them outs some more: Let the user choose the directory above bin and have the application try to add /bin.
- Attempt to pre-populate the selection box for the user since Paraview will usually be at C:/Program Files (x86)/ParaView 3.10.1/bin
- Make it possible to launch dialog from the mantid help menu.

Tester:
- On a clean install on a clean windows machine, dialog should pop-up. Check that it works as expected.
- Once mantid plot has started, check that you can relaunch the dialog from the help menu.

The clean install dialog works great and having the setup dialog in Mantid is great too!
