Checked this out on a clean windows VM on accounts with and without admin rights.

Yes, it always proposes C:\MantidInstall for the install location whether installing from an admin account or not. The start menu shortcut is there
A few quibbles:
- We used to have a 'MantidScript' shortcut on the start menu - we should restore that.
- On Windows 7 it only installs for the current user (i.e. other users don't get desktop or start menu shortcuts) even if installed from an admin account. Conversely, on WindowsXP it does get added (though selecting 'uninstall' doesn't work properly if done from a different account). It would be nice to have an explicit choice if possible.
- The icon for MantidPlot has a much higher resolution that the (otherwise identical) one for the uninstaller.
