Update autoreduce rpm to handle missing reduction script and other configure file upgrade.

Added prenexus datafile to raw metadata for catalog; updated SPEC to include this new python script.

Refs #5352 -- Bumpped RPM release to 3.

The version in RPM is the combination of the "version" and "release". Need to updateat least one of them for any udpate to be installed on analysis machines.
