wiki_tools: add the debug/bin subdirectory to sys.path

Description

Just add the line

sys.path.append( os.path.join(mantidpath, 'bin') )

in initialize_Mantid()

Not strictly necessary as MANTIDPATH is supposed to point at the binary directory but it will do no harm
