WISH Masking System Test

Description
While trying to complete an experiment, users on WISH found during this iteration that the Masking behaviour they expected had broken, and they were not able to complete their reduction workflow as a result!
We MUST develop system tests for these aspects of the WISH reduction workflow, to avoid us getting into the same state we did during this iteration.
A masking system test for WISH will also highlight issues on other instruments at both facilities.
