Load algorithms no longer do additions

Description

It used to be that we could do something like: 

Load('MAR11001+11015',OutputWorkspace='wsMDS')

This no longer works with any of the two APIs.

This should work again now, Peter Parker has been doing some work on this.

I'm not even sure I could reproduce this when I saw that the ticket had been created.

In any event, the work I've been doing on #5212 and #5441 covers this area, and the provided script runs fine in the current build.
