Create an algorithm to set chopper properties

Description

This needs to be flexible enough to be able to create different types of chopper with different parameters.

The only common parameter is the angular velocity

Implement backbone of VATES quantification framework. Refs #5397

Includes basis for creating a simulation workspace, the fitting function itself and the TobyFit resolution model.

Does not crash. Not easy (or impossible) to check from MantidPlot if the chopper is set. I did not find it in the run object or in the instrument.
