Update OFFSPEC IDF

Description

On behalf of Robert Dalgliesh, add a newer IDF. This will be applied to all data collected from 2012-07-10 22:00:00, which corresponds to runs 17248 and onwards.

Tester:

From
isis\inst$\Instruments$\NDXOFFSPEC\Instrument\data\cycle_12_2 I can load 17247, which uses the OFFSPEC_Definition_pre11_7_2012.xml file and I can load 17248, which uses the OFFSPEC_Definition.xml file.

This can be checked by looking at the Instrument valid-from and valid-to dates on the workspace list in MantidPlot after loading the files.
