Add TofConverter interface

Description
Add the simple unit conversion interface.
This will add a TofConverter mantid interface to the menu, it can convert single values between units.
It actually uses none of Mantid at the moment, this might change later.

Make converter GUI work on Linux. Refs #5668
The validators needed a parent for some reason. Also adds better handling of errors for some circumstances. The original just called sys.exit which is not so user friendly.
