MantidPlot plotting tools should retrieve X values via the axis

Description

This would allow more flexible use of the axes. For example, you could have spectrum number along the 'top'. By default, a 2D workspace has a RefAxis along this side, which just redirects to the correct X vector so there would be no visible difference.

I'm not keen on this any more. The concept of an Axis along the X direction doesn't seem that useful anyway (maybe one day I'll get around to #3775 and decide for sure).
