CreateWorkspaceTestPerformance fails on ISIS server

Description

It spends an age trying to allocate memory as the required amount if above the total available so it's paging.

Use smaller vector in CreateWorkspaceTestPerformance Refs #5753

Only for machines with much less memory though so as to not affect the existing test results.

test takes 1-2 minutes now.
