Improve the selection tool of the REFL Reduction GUI

Description

As requested by the Instrument Scientists, they want to be able to visualize and modify on the same plot, the peak and background of data and normalization. Also, the low-res plot will also be available in the same frame.

Added first version that works. I still have an issue as it's impossible to launch another application without crashing Mantid. This refs #5765.

Fixed code that broke the build.... program does not work anymore but need to find another to make it work without pylab. This refs #5765

Fixed issue that showed up when removing import pylab. Program works (still need to fix the crash when launching another GUI within Mantid). This refs #5765.
