LoadNexusMonitors needs to add run_start

Description

The LoadNexusMonitors algorithm needs the run_start property in order to load the correct geometry.

Someone from SNS will have to test this ticket in order to check the functionality. Load the following CNCS runs: IPTS-6021/46693 and IPTS-3948/46694 and make sure to load the monitors. Then do Show Detectors on the monitor workspaces. The monitor at index 1 should show R=1.426 for 46693 and R=1.416 for 46694.
