Allow raw files to have alternative prefixes and padding

Description

OSIRIS and probably IRIS will change the run number padding from 5 to 8. FileFinder needs to be able to find files in both formats.

It looks like the original commit of this was deleted after it had already been pushed up, which has made bad things happen.
