DiffractionFocussing will not work with Partial data

Description

LoadRaw a GEM dataset with just spectra 1569-2968 (bank 5). Align detectors and then focus.

The following is the ouput from DiffractionFocussing 

 Algorithm: DiffractionFocussing v2
 Parameters:
   Name: InputWorkspace, Value: Sample, Default?: No, Direction: Input
   Name: OutputWorkspace, Value: Vanadium, Default?: No, Direction: Output
   Name: GroupingFileName, Value: C:/Mantid/Test/Data/offsets_2006_cycle064.cal,   Default?: No, Direction: Input
 Fail to determine X boundaries for group:2
 The boundaries are (Xmin,Xmax):1e+014 -1e+014

(In [2442]) DiffractionFocussing2 can now handle partially loaded datasets. Fixes #585.
