Rename TransferInstrument to CopyInstrumentParameters

Description

It was decided in a discussion that CopyInstrumentParameters would be a much better name for the algorithm now called TransferInstrument.

The title of #5782 will need changing appropriately.

Also ensure the wiki description mentions that this algorithm can be used to copy calibrations.
