Create workflow algorithm for DGS absolute units processing

Description

A new workflow algorithm handling the steps for processing the absolute units procedure for direct geometry spectrometer reduction needs to be created.

Refs #5453 and #5937. Remove vanadium rmm parameter and get from Atom.
