Remove Vesuvio from list of Indirect TOF Geometry instruments

Description

In reality it is not going to support this so simply leave it as supporting Neutron Compton Scattering.

Remove indirect spectroscopy from Vesuvio's techniques. Refs #5951

Also got rid of the parameters/files that were to do with the convert to energy interface.
