CTE interface on clean system complains on first run

Description

The first instrument in the Convert To Energy list for ISIS is HET so on a clean machine the first time it starts you get an error message because we don't have a parameters file for HET.

Even though it is decommissioned there is no reason why the old data can't be used. The parameter files from MERLIN, using ei monitors=2,3 instead, should suffice.

No complaints with a clean install/clean machine.
