Update ARCS IDF for test runs

Description

They performed some tests with a monitor at (roughly) the sample position. This monitor shows up as monitor4 for runs 30515 to 30552 (inclusive). The data is in /SNS/ARCS/2012_2_18_CAL.

Added an new IDF for a short period of time that they were testing with a monitor at the sample position.
