GenerateGroupingSNSInelastic not working for ARCS

Description

The python algorithm is looking for ARCS_Definition.xml. That file was renamed.

The grouping file is now generated and works via GroupDetectors. However, it will not load via LoadDetectorsGroupingFile. I've opened #6059 for this to be addressed.
