Cannot load runs for the default instrument at SNS

Description

To reproduce, just set your default instrument to any SNS instrument and enter any number in the Load dialog or to a python call to Load.

Re #6082. Treating zero-padding == 0 as variable length strings

and not as empty strings in file names.
