AlgorithmManagerTest::testDroppingOldOnes_extremeCase only fails randomly

Description

Disabled due to random failures that cannot be pinned down and are most likely timing issues. This test has never failed legitimately and only serves to cause confusion when it due to completely unrelated changes.

It has been agreed by Russell, Nick & myself that we should disable the test and leave a comment as to why it is disabled.
