Allow LoadTOFRawNexus to read old SNS files

Description

Older SNS NeXus files are missing a couple of key pieces of information to correctly get them read. Adjust the loader to get the data to read in.

TESTING: Load ARCS_2963.nxs and/or REF_L_7139.nxs from AutoTestData via Load and everything should work. They should produce 117760 and 77824 spectra respectively in the output workspace.
