MaskBins on the instrument view

Description

The high pressure team at SNS would like to be able to more easily delete single crystal peaks from their data. The request was to use the instrument view to run MaskBins. From the mask tab of the instrument view the user would set the x-range using the selection tool at the bottom of the view, then select areas to mask before pressing "Apply." There should also be an option to "Save As" ... "BinMask to workspace" which outputs a table workspace acceptable for MaskBinsFromTable.
