LoadDialog - OutputWorkspace not validated

Description
If you start the Load dialog with old input then the OutputWorkspace argument is likely to be filled in. However, a red star indicating that the box is invalid still appears even though the input is correct. This could be a little confusing to users.

Tester: If the Load dialog is started and there is an output workspace from a previous run then the widget should now NOT see the validation star. If there was no input then when a file is selected and a new name suggested then equally the validation star should disappear.
