Mantiplot: Add text tool does not work on qtiplot graphs

Description

Create a qtiplot table: fill with some numbers & create a graph

Try to add some text using the text tool.

Nothing happens (it works for workspace based graphs)

refs #6450 Removed interaction with the data display toolbar.

Data display toolbar no longer activated when the Add Text tool is activated.
