Remove 3D plot config menu

Description

In the configuration dialog, the 3D plot section and all other references should be removed since a 3D plot is no longer accessible from within MantidPlot (outside the VSI).

3D plots do still work, although they are not as smart, or nice to use as I would like.

Bring the workspace matrix onto the screen and then look at the 3D plot menu.
