Description

RefinePowderInstrumentParameters, wiki documentation copied across to version 2, but the current version is 3.

This was left off #6751, but since these changes are on master now, lets do this under a small separate ticket.

The documentation does appear to be in the right place, although the files are slightly non standard.

Version 2 is in RefinePowderInstrumentParameters.cpp and version 3 is in RefinePowderInstrumentParameters2.cpp which is also where the documentation is.

There does not appear to be aa version 1 in this case.

I'm not sure what to do from here. We could add a stub version 1 I suppose.
