Crash on Mac when trying to access the offline (qtassistant) help pages

The message is: 'Failed to find help system collection file "mantid.qhc"t'

The sqldriver plugins may also need installing (see #6795).

Also need to re-enable building the help pages (reverting work of #7027)

It doesn't crash with a local build - what happens is......absolutely nothing!

...there's a CMake variable INBUNDLE that is empty away from the mac. You'll 
probably want to use that.
