Disable building qtassistant on the mac altogether

Description
Since the mac qt-assistant stuff is mostly broken, don't bother building the help for it at all. This should be re-enabled as part of #6799.

This is on feature/7027_enable_qtassistant.
To verify:
- Delete your built version of qtassistant (in BUILDAREA/bin/qtassistant and BUILDAREA/docs/qtassistant)
- Run cmake and turn off ENABLE_QTASSISTANT
- Build and start mantid
- Try to launch the offline help and see how everything goes to the wiki.

It's good. I've updated the ISIS OS X build jobs to set this flag to off. The SNS jobs don't generate packages that anyone uses anyway.
